search freelancer for an upwork agency

Hi there!
Is it ok to post a job at upwork, which states that I am looking for a freelancers for my web agency and than close a job and invite appropriate candidates to my agencies.  Is it violates upworks policy ? Maybe there is another way for hiring freelancer for agencies.
