When a start date posted in a job post is past the actual date, would that mean that the job is no longer available? For example I found a job that says: Start Date: August 14, 2017. Since today is already the 22, I'd like to know whether the job is still available or not instead of wasting my time to send a poroposal. Advice, anyone? Thanks!

No, if the job appears in search that means it hasn't been closed yet and the client might still be looking to hire a freelancer for the job. These dates are optional and should be discussed with the client directly in once they respond to freelancers' proposals.
