What happens after you submit a proposal?

Is it up to the client to contact the freelancer?

And if so, is communication done all through Upwork or through email?

Yes, the client must contact you.

 

You can communicate however you want. Since you're a lost noob, you should probably avoid google hangouts and be aware of the check scammers.

What Jen said.  I would also say that sometimes it is possible to discern who the client is before they contact you and you should never contact them initially outside of Upwork.  You have to wait for them to get to contact you and the majority of the time they won't.

 

But after you get that first contact feel free to contact them however you wish.  Primarily Upwork wants to make sure they get their cut.

 

Personally I use a conference call system on my first contact with a client so they don't have my phone number.  With my first client I signed up for a 30 day free trial with one of them for my first client call.
