This simply means that you did not get a job offer. If the client actually cancelled the job or if Upwork, for some reason, delisted the job, then you will have those two connects returned to you. 

Every time you send a proposal, you pay a certain number of connects, which are never returned except for the reasons above. I think you should read all the help pages on Upwork, before you apply for more jobs.
