the client doesn't fund the finished milestone

I am a tax preparer. Recently a CPA firm hired me to prepare an F1120-C. After they fund the first milestones, I begin to work on the project. I submitted the finished work for the client's review. They keep promising to pay me the price I request. But after all the work is done, they don't fund the second milestone, but only release the first milestone, which is less than a quarter of the total price. I am afraid that they don't pay the left amount, if this is the case, what I should do?

The client is under no obligation whatsoever to fund additional milestones.

 

The client is not violating any Upwork rules.

 

If the freelancer chose to work for free, that was the freelancer's choice.

Next time, don't work for free.

Your milestone schedule was also wrong.  25% for first and 75% for second?  Also working and submitting finished work without funds was equivalent to giving 75% discount.

The milestone is supposed to be funded before you do the work, not after. There's nothing that you can do about this now, apart from learning from your mistake.
