the client is saying he will pay money when he is in usa as there is no transcation between algeria and usa. is this right?

Regardless of whether his reason is legitimate or bogus, be sure not to provide him with any work until he has fully funded the project or milestone. Otherwise you're working for free and trusting he'll pay you in the future.

That is BS. If the project is FUNDED Upwork has done the homework. If it is not funded the client is trying to take advantage of you. Do not work or give him any work.
But be gentle in your response to him say something like,"Upwork requires me to only work on funded projects. You may want to contact Upwork and straighten out the billing and payment issues."
