unable to apply funds

I want to withdraw funds to my paypal account and I am getting the same response "unable to apply funds". Could you help me ?

Hi Mikhaylo,

 

PayPal may limit your account functionality until you pass their verification procedures. Please reach out to PayPal customer support to check if your account is able to receive payments from Upwork.
