you can lower your rate, as it is your start of buidling profile, but primarly have to be patient in applying to various jobs, and usually it is everyone's first day... on the first day,  it takes time to build your reputation.

check that you aply properly to each job AFTER reading teh description completely and that you have the actual potential to do that job, within terms agreed with client.

I would never lower my rate to get jobs.  Those lower=paying jobs are often just terrible and not worth your time.  If anything, consider raising your rate a bit.

Also, be sure that your profile and your profiles reflect your experience and expertise gained before coming to Upwork.
