Hi Darrell,
Sorry to hear that. You and the client both have the option to end the contract. Just politely message your client letting him know that you are ending the contract. You can leave a feedback for your client and your client can leave a feedback for you as well. You can check this help article for more information. Also, Upwork provides payment protection to help give security and peace of mind to clients and freelancers working together on both hourly and fixed-price projects. You read more about that here.
Let us know if you need further assistance. We're here to help.

Should not you also inform him of what he has against if he closes the contract?
Bad feedback, lowering of JSS, etc ...

Hi Maria,
I understand your concern. This is why I requested Darrell to let his client know about it, and not just end the contract directly so that any possible misunderstandings can be cleared out.

The only solution I can see for this is to warn him that if he still dont reply you will suspend his account. I was hired by this client in 2015. Same issue, but upwork warned him that time and then He immediately replied to me and provided good feedback. please

Why should the client be warned? The client has no obligation to reply.

Hi Darrell,
I would like to clarify that your client's account will only be suspended if it merits an account suspension. In this case, if he violated any of the Upwork Terms of Service, actions will be taken against your client's account. Otherwise, accounts don't get suspended.
