Ejaz:
It is easy to contact a freelancer.

Make sure that you have activated a CLIENT aspect (or client "account") within your current Upwork login account:

https://support.upwork.com/hc/en-us/articles/211067558-Be-a-Client-and-a-Freelancer

Create a job post:

https://support.upwork.com/hc/en-us/articles/211063408-Post-a-Job

Navigate to the freelancer's profile page.
Click the Invite button to send a private invite to the freelancer.

Preston, you know as well as I do that this is NOT what the client account is supposed to be used for.

You know as well as I do that the OP has no intention of hiring that other freelancer, and you encourage him to create a fake job?

As long as you have an honest, genuine intention to hire a freelancer and pay them.

You may not use that to contact the other freelancer to discuss stuff that is not related to hiring them, such as a mutual client or anything of the sort.

re: "I can contact any freelancer to discuss any thing..."

Yes.

You can set up a job posting to dscuss anything with a freelancer.

Petra is correct in pointing out that you should ONLY create job postings if you want to HIRE a freelancer. You need to keep that in mind.

But you do not need to hire a freelancer for a long period of time, or to do any hands on work. MANY of the freelancers who send me private invites only want to talk. So they set up a job posting, send me an invite to talk about something, and when I agree, they use the "Hire" button.

Then I log time while talking with the client. A client may end up talking with me for an hour. Or 30 minutes. And maybe that's it. That can be the whole contract.

If you just want to chat with general people about Upwork, you can do so for free here in the Community Forum. But if you want to hire a specific freelancer to talk to them, then you can use the steps in my original post.

As an example: You found a freelancer on Upwork who is an expert in setting up websites using a certain payment gateway. You want to know which back-end RDBMS and which hosting providers she recommends. The freelancer charges $15/hour.

You hire the freelancer and talk to her for 10 minutes. You would end up paying $2.50.

Preston, this really is bizzare...

He doesn't have any intention of hiring anyone.

Surely you know that as well as I do?

then how can I "find" a particular freelancer here in community group to discuss... about "anything"?

Is  a search criteria available here to find a specific freelancer. or is it totally out of rule to "chat" to another freelancer. I just hoped there was a solution available on the site..

btw, go to a social media, search for the person, and simply talk... thats a free world which no one can challenge... if simple discussion to another freelancer (not for hiring purpose) is so sacred on the site...

Hi Ejaz,

You won't be able to contact other freelancers from your freelancer account in the Marketplace. A lot of freelancers successfully use this Community to communicate. You are welcome to do the same.
