None of them are for new members. There is no "Premium" - Top Rated is something you can earn having done a great job for a number of clients over a longer period of time, and Team Builder requires Top Rated status.

"Premium" there is simply a descriptor for the three programs listed: Enterprise, Pro and Team Builder
I can reiterate that only freelancers who have proven their skills by successfully completing contracts on Upwork can participate in the three Premium programs we have. I've seen new users being invited to join after completing only a handful of contracts in which they excelled. In order to qualify and participate in these programs, please make sure to review these resources, provide strong service to your clients and regularly communicate to ensure the successful outcome of the contract.
