This job was finished and escrow released quite some time ago. How does one "Hold" on completed work for which one has been paid?

Hello Cheryl,
More than likely the issue probably resides with another contract this client has. As a precaution all of the client's contracts have probably been put on hold. Upwork is probably sending this email to all the client's contractors. It may not be your particular contract in question.
