what to fill in W-8BEN if i am not a tax payer

Hi Everyone,

I have register as a freelancer on upwork. Currently i am resident of UAE (indian nationality) . As UAE is a tax free country (there is tax only in corporate sector) so i am not a tax payer. then what should i fill in the W-8 BEN form its asking for TIN.

if anyone from uae please suggest me how to do that.
