Because connects are now $0.15 each. You can use whatever payment method is linked to your account, or you can fund it from any available balance that hasn't been withdrawn.

Thus it turns out that there is no free “Connect” on UpWork:
- or pay 0.15 (on “Basic”)
- or pay $ 15 for "Pro" with 70 connects
