I looked through your profile and it makes an "okay" start. Your overview/summary needs more information to convince clients to hire you as a civil engineer. You also need a portfolio and job descriptions for relevant jobs in your employment history.

For your summary, make sure you provide enough information for clients to understand your overall value. You do a good job of mentioning your experience, skills, and services. Now, you should go further to explain why clients should choose you over thousands of other civil engineers here on Upwork. For example:

• Tell clients how you communicate and gather feedback to ensure the final design/build meets their needs.
• Do you provide unlimited design revisions? Do you offer follow-up support after a design is delivered?
• Since a structural design is a project (i.e., project managment), mention your time management and organizational skills.
• Highlight any civil engineering projects you have worked on and your accomplishments.
• Talk about your ability to meet business challenges and adapt to changing or new requirements if necessary.

Also, I recommend changing your profile photo. The picture in your photo should be a close-up image of your head and shoulders that clearly shows your face. Read through Upwork's best practices for How to Choose A Good Profile Picture.
