When you announce that you are new on Upwork, you are announcing that you might not know what you are doing. Esseentially, you are asking people to forgive you for the rookie mistakes you might make. 

You should not be advertising the point that you might not know what you are doing.

I also recommend you raise your rates. Higher rates shows confidenc. Lower rates tell people you aren't sure of what you are doing.
