Your overview/summary does a good job in mentioning your skills, but there are two important things missing: 1) more details about your experience as an operations professional; and 2) how you can help clients. Clients come to Upwork with specific needs and they look for freelancers who can meet those needs, and get results.
One way to make your summary more client-focused is to change your experience/skill into services. For example:

You can modify this as you see fit, but the idea is to make your summary more client-focused. Clients need to know how your services will benefit them. In other words, when you say things like: "Expertise in Creative and Technical Writing, Data Analysis, Event Coordination, and Project Management," tell them why it matters: (...technical writing that will help improve X | ...data analysis that enhances Y | ...event coordination that ensures all aspects of your business events are Z)
Your portfolio, skills, certifications, and employment history look good.
You may want to add a Specialized Profile that focuses on specific operations services or completely unrelated services like e-book writing. Having a specialized profile can help increase a freelancer's searchability.
You should also consider adding a project catalog. The project catalog allows you to setup a pre-packaged service that clients can buy without you sending a proposal.
