0% fee campaign

Hi, I am new to upwork. I mostly work with my foriegn clients outside of any feelancer platform. Now a days am having an issue with my clients that they are facing problems in payment transactions. I just checked your campaign of 0% fee commission. Is it available for me to take project and payment at your platform?
