I have created a upwork account in 2014 when it was named Elance/Odesk. But I was not regular and I didnt completed any job. Now I want to be regulr on Upwork. Should I continue with my previous account or creat a new one? Which will be better?

It will be better to use the old account, since you are not allowed to create a new one.

Thanks, I think I can open a new account after deleting/deactivating the previous one right? But my main concern is, will be there any issue with a old account without any job completion to get any new job?

Well your new account, were you allowed to have one, would also not have any job history on it, so I don't see the problem here.

Thanks a lot, but one more question. Actually I specifically want to know that, an account which is jobless for a long time (2014-2021), will effects its long time joblessness to get any new job?

Martina is correct, having duplicate accounts is a serious violation of Upwork's Terms of Service.
