 In almost all categories Upwork should not approve any new freelancers from anywhere,´because there are already way, WAY too many freelancers, most of whom never earn a single Dollar.

If the freelancer is from Bangladesh, his address should not be Zionsville, IN which is in the US. And the freelancer should make sure his overview doesn't say strange things like "If any need or problem you feel free to knock me" before he sets English level to fluent.
