Hello UpWork team,
My brother's account is suspended. No reason has been told in the email. What could be the reason for the suspension?
He tried to ask the question from his account but he couldn't because he is restricted.
I can also provide you my brother's username if needed.

The UpWork team is saying to my brother that he cannot create a new account. He is a bit disappointed. What could be the alternative as he really wants to work on Upwork?

Users whose accounts were suspended are not allowed to create new accounts to comply with the Upwork Terms of Service.
