Account got suspended when adding billing method


A friend of mine who recently got her account approved, and had sent out a couple of proposals, was in the process of adding a billing method to her a local bank , but in the process her account got suspended.


She is having a problem raising the issue/or asking for help, as she is not able to reach customer support. The links provided takes her to  upwork community, but she is not able to create a top since the "new topic" button is deactivated.


Has anyone been through this? How can she raise a ticket?
