Hello,
While searching for potential jobs I have found that various active job posts have already someone hired (its on activity on this job section) but the posting was viewed by the client 1 dy ago. I have tended not to submit any proposals to any posting that already has a hire. Am I wrong in my sratetgy or should I just submit a proposal regardless?

Unless the client indicates in the post that they're looking for multiple people, I skip those as well. Sometimes clients will hire multiple people without mentioning that's the intention, and sometimes they'll go back to hire someone else if the first person doesn't work out. But, I usually look at posts with hires as ones that are done and gone.

I also move on. Don't waste connects.
Other things to look for:
* Hire rate > 50%
* Proposals submitted < 10
* Positive feedback from previous freelancers
* Positive feedback given by clients (unless poor feedback was warranted)
* Compare # of connects with budget, if requesting Expert/Intermediate/Entry, and length of project
