Address Error

I am having trouble submitting job proposals.

When I go to submit a proposal I keep getting an error message that reads "We were unable to process your proposal due to missing address information. Add your full address." 

I have checked and rechecked that my address information is updated and correct on my profile page, but nothing has worked so I am not sure what to do.
