What does it mean when I try to view a proposal it brings up that message but other proposals it's fine.

Does this happen for some job posts, or just for one? I also wanted to check if this still happens if you clear your cookies or use a different browser? 

I suspect that the job post may have been removed by the client, or taken down by the team for a violation of the Upwork Terms of Service. If you have more information you can share, let us know and our team will be happy to assist you.
