My friend is under 18 but she has enough skills and talent to deal with
the clients and he has already completed two jobs as a freelancer.
What should she do know?

Your unprofessional language shows that even if you are of age, you are not ready to deal with people in a professional manner.

What she should do is delete her profile very soon, otherwise she will be banned for life on upwork for not adhering to the rules.

what do you mean by this policy someone having awesome skill must have to wait until 18 to be a freelancer? So why we use such freelancing platforms even we still have to wait until 18.

Yes. These rules are in place to protect underage persons from being exploited, and to protect upwork from all kinds of legal trouble.
