Am I being duped?

I am a freelancer and I was received an email that a post I submitted a proposal on violated UpWork's ToS, but at the same time the poster is telling me they paid an opt out fee. Is there a way to find out how they violated the ToS? Is it allowed to still work with them?

I don't want to risk being kicked out before I get any work, but I also really need the work.

It's a scam and there's no work. They're probably looking to steal your money!
