Am I understanding proposals right?

When somebody posts a job, you get to answer some questions and attach "something".

After applying to hundreds of proposals and paying my own money to obtain connects, I have failed to obtain any offer.

I am wondering if I am doing something wrong and I might have to "attach" a the job when doing my proposal, and then the poster picks from the best job attached already?

I mean, everyone does the task and the poster picks the better, or?

Thanks

No, that's not how it works - that's called "working for free". I usually attach 3-4 items from my portfolio that I think are the best match for what the client is looking for, but I never start working until I'm actually hired.
