I keep trying to fill out the Upwork application but it won't let me put anything in the "What skills do you offer clients?" box. I keep getting an alert that I must select at least one skill from the list, please start typing to see a list of matching skills. I have tried typing a maultitude of skills and nothing works. What am I missing?

I am not 100% sure that it would fix your problem, but I would suggest you to try using Firefox or Chrome. Most websites are not designed for the browser that you're using...
