How does one apply to a posting? New to the site.

I am sure the question is clearly understood and you have an answer.

However, I have searched and do not find 'Getting Started on Upwork" anywhere on my page. Could you be referencing another screen?

Go to "Community Discussions" --> "New to Upwork" at the top of the page where you posted this question. The fourth pinned post with Vladimir's picture is "Getting Starting on Upwork". 

There are a ton of resources for new freelancers. Read through them.
