What is archieved proposals and can I recover it?

When a proposal is declined, or the job was closed or expired, it goes into the 'Archived Proposals.'

You can see the archived proposals and copy them. But never heard about reactivation or recovery.

When a job is declined, closed or expired it goes to "Archived Proposal"

No, you can't.

And my suggestion would be to forget about proposals after applying, unless a client responds.
