Can ask a friend for whom I have done little jobs previosly and from time to time do some works, to post a job in Upwork? There I work for him and get a review. Is it legal with Upwork?

Upwork does not allow this.

Upwork looks for people who do this, using automated backend algorithms and human research. When Upwork finds this kind of thing, Upwork may suspend or terminate people's accounts and/or block them from withdrawing money.

If you have a friend you already know, who wants you to do some work for them, the proper way to go about that is to work for them directly, and have them pay you directly, and NOT use Upwork at all.
