Hello, I am new here. I was wondering if I could use my parent's/friends credit card for billing and payment since I do not have one yet. I cannot use Paypal either because, yeah, I do not have a credit card yet. Thanks!

As long as the owner of the billing method authorized you to use it, you should be able to add it to your account. If any issues arise, the Upwork team will notify you directly. However, please note that you won't be able to use someone else's payment method to withdraw your funds, as we require your name to match the name on any bank accounts or payment methods you intend to use. You can check this help article to learn more.
