I have ended the hourly contract with 5 star rating, as per freelancer request and shift it to fix price contract, freelancer does not accept contract and it's expired ,
I am not happy with work , and freelancer not responding me , i have file a refund , due to end hourly contact In 18feb , can i file dispute or any other solution, seems i have missed dispute time limit.

I checked and I don't see any contracts under your account. Are you referring to an account other than the one you're posting with?

Thank you for your message. Disputes must be filed by the Friday after the freelancer bills the hours. If you miss this window, you and your freelancer should work together to resolve any issues and discuss your freelancer submitting a refund. If this is still within the 30 days of payment, could you please request the account holder to contact us directly so that we can better assist them with the mediation process?
