Not directly.

But you can withdraw your Upwork earnings to your bank, or to your PayPal account, and use that money to pay for Upwork membership.

I assume you mean Plus membership, since regular membership is free. Yes, you can. That's what I did. But you still have to provide another payment method in case you have insufficient funds in your Upwork account when the monthly fee is due.
