I am new for Upwork and whenever I am trying to submit my proposal showing this message on my dashboard. Can any help me with this? 

You do not meet all the client's preferred qualifications

You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:

The client added preferences to the job post. HOWEVER, you don't need to meet all of the qualifications in order to submit a proposal. I've won many proposals when I didn't have a JSS > 90% or hadn't earned > $10K or didn't live in a certain time zon even though it was listed as a "preferred qualification"
