Can't find my city

I am trying to register, but can't find my city, there is no option or "drop-down" list for me to fill in the city, my city called Arka (Leilek district of Batkent region, http://www.geopostcodes.com/Leilek_District) it is a Kyrgyz enclave in Tajikistan.
