Can't find tracking app

Does one have to use this app? I can't seem to find it after apparently downloading. It shows an arrow going to the app folder but it isn't there.

Thanks but where is the "on/off toggle"?  I am looking at a page that
has tabs "to do s" "Time & earnings" "messages & files"  etc. across the
top.
