Canr get jobs in upwork, even if i almost put al of my work on my portfolio, am i still not good enough? clients not responding feels like they hate my work and not good enough for their standards. yet i am seeing other artist with much simpler art style but are a ranking freelancers.

Ian, everybody makes logos these days. The niche is highly competitive, and I'd say very cruel. But you are also a talented illustrator. Highlight that. Change your title, advertise yourself as an illustrator, emphasise that you're good with Adobe tools too, and apply only to illustrator gigs. Specialise. I would never make it on this market if I advertised myself as a versatile content writer. Just stick to what you're best at.

Take many many tests to demonstrate your skills.

If you feel you are not good enough, that clients hate your work ... you are not cut out for the ups and downs of freelancing. We do not get all the jobs we bid on, for whatever reasons. Experience in the freelance world means you leave your bids and move on, not focus on who is getting hired and who isn't. If you want to freelance, you'll need to grow a tougher skin.
And no, $5.00 an hour is not too high.

I agree. What's the point?
Lots of people on Upwork are offering to make logos. There are lots of software packages that make it easy to design cheap, inconsequential logos.
And there are lots of high-end artists and designers who are available to do high-end logo design.
You have so many other skills. Focus on OTHER skills and services that have less competition. Focus on skills in which you can really stand out
