Can't get hired because of address issue

Hi, first-time freelancer working with a first-time client as well. The client can't hire me - they're getting an error, "You cannot join this team until the client adds a complete address. Please wait until the client does so.

Thing is, it seems like both of us have our complete addresses on our accounts. Is there some additional place one of us needs to be looking, or some other issue that could be getting in the way?
