Can't send proposal

Hello everybody! I tried sending proposals multiple times however I keep getting the error below. Can someone please help me? Thank you!

Have you checked cleaning your browser cookies? Or have you changed your browser? Sometimes there are issues at the back. You should wait for a while it will be sorted out automatically within 24 hours. All freelancers face such issues these are the daily dosage of everybody :D. I will suggest cleaning the cache & cookies or change the browser. It should resolve your issue if not wait for a while there could be a problem at the backside.
