Can't submit proposals

I can't submit any proposals. I face this problem many times. Please tell me what's wrong? How many days take to solve this problem?

I checked but couldn't replicate the issue you are having. Have you tried clearing your cache and cookies or using a different browser to see if that helps?

When I find a job on upwork and what to submit something everytime I click the submit button the new tab that loads is just loads a blank screen
