Can't upload W8 or change address

Whenever I am trying to enter my W8ben information, I am asked to update my address, and whenever I try changing my address it says I have to upload a W8 form first. So I cannot change or upload either 😞
Has anyone had this issue?

It still asks me to re-enter password and returns me back to the main page whenever I go to the Tax page and try to change it. And whenever I go to change my location, I am asked to submit the W8, which I cannot seem to be able to do due to that issue.
