Cannot Hire Freelancer...Unable to process because of State

Hi,I am a new client here at Upwork. I found a freelancer and have input all of my information and payment. However, my request to hire is being rejected. I am getting the following answer.

"We are unable to process your request due invalid value in field "State"."

I have put my state as California. Is there an issue with that?

I've checked and it looks like you were able to successfully post a job and extend an offer to a freelancer you are interested in. Could you please confirm if you are still having an issue? Thanks!
