Cannot see Recommended Jobs - says Profile Not Complete?

I get this error when choosing the "Recommended Jobs" link:

"Complete your profile then search for jobs and submit proposals to jobs you like"

I can't see anything that is not complete on my profile - and all else works fine.  I can search for jobs and submit proposals - all as it should be.

Same here and I was answered by Upwork agent that there is a technical issue.
