Card declined, resolved it with credit card company, how do I get Upwork to accept it now?

I'm trying to hire someone.  I entered my master card info and it says "You don't have a valid billing method on file with Upwork. Please correct this before making an offer."

 

I checked and sure enough, the card company thought you guys were suspicious.  I gave them the green light.

 

I then tried again to hire the person and it just keeps saying the same thing.  I tried to enter my credit card again in case I had a number wrong and that isn't the problem.  I cleared my cache, restarted my whole computer and it still isn't working. 

 

Where's the button to tell your software to "try again"?

 

Please fix or advise, thanks
