That is true. I have never used the tracker, but I have only agreed to manual hourly jobs when I know I can absolutely trust the client, otherwise I work on a fixed-price basis, which is not as protected as the hourly/tracker. Apart from my very first job (on oDesk), I have not had a problem - and this was long before escrow was introduced.
I think hourly-tracked or fixed does depend on what one is offering. I can see with some jobs that hourly tracked is the only way to go.
