Client is asking for free sample work of their project.

A client is asking for a free sample design of the job posted. According to a policy of Upwork, we should not do any work without having a contract for the job/project. Also, it concerns me that the hire rate from that client is 0% though the client had 14 jobs posted with 9 open jobs. Should I do sample work for free of his project or report him? If I should report him where can I do that.

You already know that this client never pays freelancers, but simply tricks freelancers into working for free.
