Client needs an assessment before contract

Hi, after 10 months of consistently looking for hires on Upwork, I was finally able to almost land a contract with a client. We agreed to start the project the following day, and So I reminded him to initiate a contract before we begin. He replied saying okay.

The next day while preparing myself to begin on his project, I once again reminded him to create a contract before we begin work, after which he told me he would like to assess me with some sample work before the contract. 

I am confused as to what to do since I have gently reminded him of initiating a contract first over three times and yet he seems hesitant.
