Connects not being refunded

ok I'm pretty new here. but something has to be done about the connects not being refunded by clients who hire someone else and are not rejecting the other proposals. Too many connects being wasted too fast. Some kind of algorithim that automatically kicks back once some one is hired? or am I dreaming too big?

Connects are only returned if a job was cancelled by the client or Upwork team without a hire. Thanks!

It would be nice toget the connects back for jobs that close. But you know, I know the rules and understand UpWorks stance on connects. Shoot I could have around 20 connects returned just this month if that were the case.
